Position Information: Join Our Team! The University of California, Riverside (UCR) is excited to collaborate with the California Air Resources Board (CARB) to operate the Heavy-Duty Vehicle Inspection and Maintenance (HD I/M) Referee Program. We are looking for highly skilled Part-time Diesel Technicians to be a vital part of this important program.
What will you do? As a Diesel Technician, you will:
Conduct visual inspections of heavy-duty diesel engines and after-treatment systems.
Perform on-board diagnostics (OBD) readings and smoke opacity tests.
Verify vehicle modifications and ensure compliance with HD I/M regulations.
Report and document your inspection findings to CARB.
Travel across California to various testing sites, including community colleges or perform virtual inspections.
This is a unique opportunity to make a significant impact by ensuring heavy-duty vehicles meet emission standards and regulatory requirements. The program operates in compliance with Title 13, California Code of Regulations, Sections 2195 to 2199.1.

The full salary range for the Diesel Technician is $27.34 - $32.83 per hour. However, the expected pay scale for this position is up to $31.38. We base salary offers on a variety of considerations, such as education, experience, and other business and organizational needs.
These are grant funded positions that run until June 1, 2025, with the potential for extension. Gain valuable experience in a critical program that supports environmental and regulatory efforts in California.
Applicants must have current work authorization when accepting a UCR staff position. Currently, we are unable to sponsor or take over sponsorship of an employment Visa for staff.

Minimum of 3 years of experience in in vehicle inspection, diagnostic, and repairs with at least one (1) year of those three (3) years of experience in diesel power vehicles.

Must possess or obtain a Valid CA Driver License in accordance with the California Department of Motor Vehicles, if driving a university/personal vehicle for university related business.

Minimum Requirements
Training and experience as a diesel mechanic with engine diagnosis, repair, and maintenance expertise.
Understanding of various engine and vehicle technologies, as well as an understanding of electronic control module (ECM) equipment/instruments and their appropriate operation and maintenance.
Knowledge of on-road heavy-duty engine and exhaust components over various fuel technologies.
Ability to perform OBD scans on light- and heavy-duty sources. General understanding of Diagnostic Trouble Codes (DTCs). Experience testing with standard diagnostic tools.
General knowledge of the concepts, practices, and procedures from vehicle ECM-related data logging devices.
General working knowledge necessary to independently apply principles, practices, and procedures in the completion of assignments.
Organizational and decision-making abilities to prioritize work assignments.
Ability to work in a collaborative manner, and to assist in identifying any challenges arisen at work.
Effective written and verbal communication skills.
Skills in interpersonal relationships and communication between vehicle owners/drivers, site staff, and program management.

Possesses a credentialed CARB HD Inspection and Maintenance (I/M) Tester ID
General knowledge in electrical concepts and practical maintenance applications
General knowledge of the concepts, practices, and procedures for emissions-related laboratories or for field-testing
Bilingual skill in English and Spanish and/or English and Punjabi
Heavy-duty diesel mechanic expertise is highly desirable.

Department Custom Scope The University of California, Riverside (UCR) is partnering with the California Air Resources Board (CARB) to manage and operate the Heavy-Duty Vehicle Inspection and Maintenance (HD I/M) Referee Program, in accordance with Title 13, California Code of Regulations, Sections 2195 to 2199.1. The program serves as an independent evaluator for heavy-duty vehicles, addressing inspection discrepancies and compliance issues. UCR will perform all Referee actions, including comprehensive inspections, and will report testing outcomes directly to CARB.
The Diesel Technician will demonstrate high proficiency in vehicle inspection procedures, emissions testing equipment, and knowledge of HD I/M program regulations. The primary responsibilities include conducting detailed visual inspections of diesel engines and after-treatment systems, retrieving and analyzing on-board diagnostics (OBD) data, performing smoke opacity tests, and verifying vehicle modifications for compliance.
Technician will work under the guidance of a regional manager or principal investigators, performing field inspections at various locations throughout California, including community colleges and other designated testing sites. Virtual inspections may also be conducted via online platforms as needed. Regular travel to testing sites is required. The incumbent will meticulously document inspection results and submit reports to CARB for further review.
